Soak the beef short ribs in cold water for at least 30 minutes to an hour, changing the water 2-3 times to ensure all blood is drained. For quicker blood removal, you can add 1-2 teaspoons of sugar to the soaking water. After soaking, place the ribs in boiling water with a splash of rice wine or mirin. Blanch for 2-3 minutes to remove impurities and any gamey smell, then rinse thoroughly under cold water.

In a large bowl, combine 1/2 cup soy sauce, 2 tsp sugar, 2 Tbsp minced garlic, 1 tsp black pepper, 1 tsp grated ginger, 5 whole garlic cloves, 4 tsp sesame oil, 2/3 cup rice wine or mirin, and 1.5 cups water.
