Remove all the fins from the fish and meticulously scrape off the scales, ensuring even the dorsal fin near the tail is thoroughly cleaned. This step is crucial for a tender texture. Next, we’ll prepare the steaming sauce. In a small bowl, combine a little water with soy sauce, minced garlic, sugar, cheongju, and gochugaru. Stir well to create a smooth sauce. For better flavor penetration, you can lightly score the sides of the croaker fish. However, if you prefer to maintain its shape perfectly and are concerned about it breaking apart when flipping, you can skip the scoring.
