Heat about 1 to 2 tablespoons of cooking oil in a pan over medium-low heat. Add all the chopped green onions and gently stir-fry to create green onion-infused oil (pa-gireum). Continue to cook until the sweet aroma of the green onions is released into the oil, which will enhance the depth of flavor. Be careful not to let them burn.

Once the green onion oil is fragrant, add the fish cakes, cut into bite-sized pieces (about 2-3 cm), and the thinly sliced onion. Stir-fry them together. As the fish cakes cook in the pan, they will gradually soften. At this point, pour in 1/3 cup of water. This will help the fish cakes become both chewy and tender. Continue to cook until the water is almost fully reduced. Once the fish cakes are sufficiently tender, it’s time to add the seasonings: 1 tsp soy sauce, 1 tsp gochugaru, 1 tsp oligosaccharide, and finally, a pinch of sesame seeds. Stir continuously with a spatula or chopsticks to ensure the seasoning is evenly distributed and coats all the ingredients. Keep an eye on the heat to prevent the seasoning from burning.
