Gently rinse the dried shrimp under cold water just once to remove any dust or small debris. Avoid rinsing for too long, as this can make the shrimp soggy. If your dried shrimp are not very salty, you can add a pinch of salt here as well. Start with 2 tablespoons of starch, and if it seems like not enough to coat the shrimp, add another tablespoon. You don’t want too thick a coating.
