Heat a pan over medium heat and add 4 tablespoons of cooking oil. Add the sliced carrots first and stir-fry them briefly until they begin to soften. Once the carrots are partially cooked, add the sliced fish cakes and green onions. Stir-fry everything together, making sure to toss them frequently to prevent sticking.
