First, prepare all the ingredients needed for the recipe cleanly. Wash the potato thoroughly under running water and get ready to peel it.

Place the steamer over medium heat and preheat it until the water begins to boil. In a separate bowl, combine the Korean wheat flour, sugar, and salt, then sift them together. Sifting helps prevent lumps and ensures the ingredients mix evenly.

Using a mandoline slicer or a knife, thinly julienne the peeled potato. Cutting them too thick will take longer to cook, so aim for thin, uniform strips for the best results.

Add the julienned potatoes to the sifted flour, sugar, and salt mixture. Then, add 3 tablespoons of water. The amount of water can be slightly adjusted depending on the moisture content of the potatoes.

Using your hands, gently mix the ingredients until the flour lightly coats the potato strips, creating a moist mixture. Be careful not to mash the potatoes; mix them softly. The consistency should not be too wet, just enough for a light flour coating.
